Ichidan verb
述べるのべる
noberu述べる (のべる, noberu) — to state — is an ichidan verb: 述べて (te-form), 述べた (past), 述べない (negative), 述べます (polite).
It is transitive: it takes a direct object. It also means to express; to say.

No sound changes and no vowel rows. The catch is telling ichidan from godan: plenty of godan verbs end in る too.
